The Swedish Network for European Legal Studies will organise a workshop on European Citizenship in the new Member States in Lund, Sweden, on the 16th and-17th August 2003. The Workshop will be hosted by the Faculty of Law at the University of Lund. The workshop will be in parallel with the 21st World Congress of the IVR. The European Citizenship is one of the key instruments of the Union in its ambitions to strengthen the promotion of the rights and interests of the nationals of its Member States and marks a new stage in the process of creating an ever closer Union among the peoples of Europe. A new European citizenship in parallel with the previous citizenship of the different Member States raises several questions of interest for new and old Member States alike. The workshop is devoted to problems occurring in the new Member States. In particular, the following problems will be discussed:
On the deeper level, the concept of European citizenship also involves the questions of sovereignty and popular legitimacy of the EU. These deeper aspects of the citizenship have recently acquired expression in the case law of the ECJ, which has given direct effect to the right of free movement contained in article 18.1. This indicates an important step from the previous homo economicus towards a more civic conception approaching the classical cives optimo iure. Important development bearing on the citizenship has also taken place in the case law of the European Court of Human Rights. At the same time, an expanded European citizenship will inevitably be viewed by some as a threat to the Member States sovereignty. The workshop will deal with all these issues. Please see the link: |
The Workshop is chaired by Alexander Bröstl (Slovakia) and Ola Zetterquist (Sweden). It will include the opening lecture by Kaarlo Tuori (Finland) and lectures held by participants from Czech Republic, Hungary, Poland, Slovakia and Estonia. It will also include shorter comments by participants from other states. Papers for this special workshop will be posted at this website at a later date.Preliminary Schedule
